The photo's only notation on the reverse states "Philip Siepel's Cousin."  This is Philip Siepel, son of John William and Martha (Ellis) Siepel, who lived near Joetta, Hancock Twp, Hancock County, Illinois.  John William's father was also Philip Siepel, but the photo was in the collection of the younger Philip Siepel who was born in 1875.
